Project Reclaim
Project Outline
Project reclaim was required to remediate Hampden closed landfill and two uncontrolled fill sites on Beach Rd. These sites were exposing increasing amounts of waste in a popular recreation area due to coastal erosion that was predicted to increase due to climate change (up to 1m per year). Council undertook extensive consultation with affected parties, iwi and the community. The recommended solution was to remove all waste material from the three sites to Palmerston landfill (≈69,000 tonnes). The option of continuing to protect the material onsite was no longer sustainable.
Council had the unique opportunity to use remaining space at Palmerston landfill before its consent expired, saving the community money, maximising use of an existing asset, and avoiding transport related emissions.
Council took a collaborative approach to procurement and construction leading to successful outcomes. Two NZS3916 design build contracts awarded to Waste Management and Fulton Hogan with Tonkin + Taylor as the designers.

Project Delivery
This project was initiated as Council needed a long-term sustainable solution, for the three coastal closed landfill and uncontrolled fill sites, that prevented material from entering the marine environment. Council commissioned the feasibility study and business case to identify a recommended solution. Then completed significant consultation with the community, iwi and affected parties on the recommended solution which was adopted. The project was loan funded with assistance from MfE with exemption of waste levy at Palmerston landfill.
An NZS 3916 design, build contract was procured for the construction works, awarded to a joint bid from Fulton Hogan, Waste Management and Tonkin + Taylor. This provided a streamlined and collaborative approach to deal with multiple technical design and consenting issues. Council worked collaboratively with Otago Regional Council and Department of Conservation to ensure the project impacts were minimised. There were challenges at both the coastal sites and Palmerston landfill to address (as covered in the following sections). Morrison Low were engaged as independent Engineer to Contract supporting Waitaki District Council’s internal project team.
Governance was undertaken by Council’s senior leadership team reporting through to elected members. The project team provided regular project and budget updates. Site visits were provided for elected members, community and school.
